Procedure

Weigh Phase A (water, propanediol, panthenol) into a beaker. Stir until dissolved.

In a separate beaker, combine Polysorbate 20 with cyclomethicone. Stir to solubilize.

Add Phase B into Phase A. Mix well.

Add Vitamin E and preservative. Stir.

Check pH (5.0 - 6.0). Adjust with citric acid.

Pour into a sterilized spray bottle. Label and date.
